Sheff Wed Faces Serious Challenges, States Football Regulator

'We will play a key role in football's future' - newly appointed regulator David Kogan

Sheffield Wednesday's current difficulties represent a a "major concern" and the independent regulator is aiming to acquire authority to examine team situations in similar circumstances, its new chair David Kogan has announced.

During an extensive discussion, the regulator, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

Kogan met with four supporter groups representing the South Yorkshire club this week.

The team have been struggling on and off the field in this season, with the club missing wage payments on several different times, including in September.

"Evidently Wednesday represents a major concern for the league and a significant problem for football," Kogan told.

"Wednesday stands as one of the iconic names for football in England and in recent days we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will enable us to take the club and similar situations submitted for our review if they need to be investigated and acted upon."

Financial Struggles and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be willing to sell up at their home ground, but he has not been able to secure a deal with prospective buyers.

Missed wage deadlines on time in spring months led to sanctions by the English Football League (EFL) in June, preventing the club from carrying out any recruitment activities for the next three transfer windows, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

The regulator explained: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where fans are dedicated to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I have absolute sympathy for the team's plight, as I do for every team that over recent decades have faced collapse, or approached financial ruin, for reasons that have nothing to do with the followers."

Questioned about whether the regulator could force an chairman to relinquish a club if they are considered unfit, the chairman responded: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the regulator would prefer to work with them.

"The last thing what we want to do is commence engagement with an specific team, an specific proprietor, without having the opportunity to collaborate with that proprietor to address the issues that the club's facing and the proprietor's dealing with," Kogan said.

"In actuality, when you examine the past of the game, over the past few decades there have been certain proprietors, few in number, but some who have been irresponsible in the way which they've been managing their organizations and finally refuse to accept accountability for the future."

'Errors may undo substantial development'

The regulator engaged officials from numerous teams to detail the scope of the oversight body this week and maintained it represented a "proactive meeting" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the remarkable development accomplished necessary will vanish swiftly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a substantial accomplishment - we need to continue the progress.

"Substantial financial resources flowing into the game and has come into football for the last 20 or 25 years, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to take a really clear view on challenges and obviously, of the coming seasons."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I completely endorse the prosperity and expansion as an commercial operation of the elite league.

"I of all people understand the apprehension regarding damaging the division as a high-quality offering of the nation. But at the same time, if you talk to the Premier League after this week's discussion, they would have had a high level of reassurance -and, in fact, they have been informing us confidentially they have a high level of reassurance."

Partisan Associations

Kogan is still facing a "full inquiry" by the public appointments commissioner after he revealed he contributed money to the Labour Party in 2020.

The chairman provided financial support for Culture Secretary the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the select committee approved my appointment," Kogan said.

"I am presently disconnected from any form of political activity."
